The problems of transition are today most frequently connected with the global change of the social and political systems, but what makes the countries that are actually in transition especially vulnerable, is a global process of the transformation of the conditions which influence the social (re) production on the whole. This transformation is in these countries in most cases available only as in various ways achieved superficial informatisation, through merely technical equipage and training. Informatisation does not represent a shift in the way industrialisation once did. What is new is affecting in the structure of the manner in which the information and work are socially mediated. As more flexible and dynamic model of communication, the nets take the place of petrified hierarchy structures. Therefore, the task of new political direction should move on from the level of the informatisation of existing institutions and training of the population, and ensure the structural conditions for a social mobility. There is a new context in which new technologies, media, art, economy and ideological patterns overlap and intertwine. We call both this context and all the events that in any way form part of it the net.culture. The most significant characteristics of the net.culture are net structure and interactivity. After that comes the modular structure- the existence of independent but mutually connected entities, then the fractal structure- the organisational and communication patterns whose basic characteristics are equal, independent of the magnitude of the system they belong to. Net.culture copies the structure of the Internet. Net.culture is decentralised, interactive, non- hierarchical, tolerant, transnational, cosmpolitan and transcultural, which is why all the alternative and minority identities are in the equal position regarding the use of the media. Through both the work and project structuring of the net.culture club [mama] and the [radioactive], it is possible to recognize the net.culture model. The net.culture club [mama] will be the centre of the net.culture and the frequency centre of the future net that will consist of similar centres from Croatia and abroad. The club will actively participate in the interconnecting of similar centres, individuals and groups from both near and distant regions. The club is also a media.lab, technical and professional support for the multimedial production and education where various kinds of programs (cybercafe, infoshop, video projections, book promotions, ipromotions of initiatives, ideas and actions, round tables) will also be held. The [radioactive] is an initiative for the starting up of the new radiostation in the Zagreb region. The [radioactive] is a hybrid media where each thematic unity has its own, unique identity - a module- which is represented in various ways; as a radioprogramme when broadcasted, as a separate web site on the Internet, as the identity of the group of people performing the direct action on the street, as the source of information on a news.service. Different modules are placed on different locations in Croatia and all over the world, but the communication through the Internet nullifies the importance of their particular physical positions. The ideal situation would consider a transmitter that despatches the audio contents to the [radioactive] through the Internet. The [radioactive] is the module of the net.culture [mama] club. The net.culture [mama] club is the module of the [radioactive]. The first, necessarily reformed notion in the process of networking is the identity. The first change considers the question " networked or not?" and the following questions are "how?" and "inside which network?" Connections and distances between various identities inside the net are potentially equidistant. The distance within the horizontal nets depends on the quantity of communication transactions of each identity. When installed in this way, the hierarchy is dynamic and changeable which allows each identity to create connections and distances and also to take hierarchy positions among other identities- the modules on the net. This kind of dynamics is more suitable for the relatively little, flexible identities, and today they are more and more driving out the bigger, more inert systems. The prosperity of each identity within the net depends on the prosperity of the net on the whole. So, today, we can perceive different kinds of companies investing in the IT industry through the smaller investments given to the younger and promising firms, what, directly or indirectly, in the end turns out to be prosperous also for the investors themselves. Because of all of these things, we do think that investing in flexible and dynamic systems which are open and ready for communication, interactivity and networking, is something that is likely to ensure the best results. This principle is possible both locally and globally. The biggest obstacle for this kind of networking and communication in Croatia is today represented through the expensiveness and monopoly of the Croatian Telecommunications. Our opinion is that the government would do a lot by supporting the development of these kinds of initiatives, providing the telecommunications resources. From the CT view, these investments are much lower then the prices which this kind of initiatives face as the end users. By positively answering to these kind of initiatives the government could participate in joint investments together with the various foundations which are interested in horizontal networking and improvement of the communications in the region. It is most probable that the opening of Croatia and its presence on the European and world market, together with the existing infrastructure, will attract a large number of investitors, therefore the development of Internet is out of any doubt. On the other hand, the investments in the initiatives that would in the first place consider the connection of the people, grassroots initiative and critical reflection on the use of the new technologies, would inevitably produce a critical mass in the future which would also on a local level in Croatia accept and embrace the most progressive trends. Some of these trends are Open Source Software, freeware, anticopyright, gift economy that are the ideas and practical ways expressing the very essence of the digital technologies; in the digital form the price of copying and distribution of knowledge and information tends to zero. This is why the participation of a large number of people in the virtual communities creates a new situation where the possibility of individual acquisition will always be bigger then one's own, no matter how high, investment. The materialization of the idea "Information Wants To Be Free" is essential for the societies and communities like Croatia. Notes:
